he has this idea that a lottery $1000 tickets for public office would be a solution to negative advertising in elections.
Lottery would be as good as uninformed voting wrt knowing what you're going to get. and it smacks of special interest when so much campaign money ends up in so few hands. Having the money go to public good, would also be a nice incentive to public to donate to campaigns, and "money where your mouth is, esp if candidates chose where to target money (maybe include other charities)"
